Is WhatsApp Business Free? App vs API After October 1, 2026

Is WhatsApp Business free?

The app is free. The WhatsApp Business app you download on your phone has no subscription and no per-message fee, just like regular WhatsApp. The confusion comes from the name: “WhatsApp Business” is used for three different things, and only one of them charges per message.

  • WhatsApp Business app: the phone app built for small businesses. Free.
  • Official WhatsApp API (WhatsApp Business Platform): the version for software, with multiple agents, an AI agent, templates and integrations. Meta charges per delivered message.
  • Meta Verified for business: an optional Meta subscription for a verified badge and extra support in the app. You don’t need it to use WhatsApp Business.

So the real question isn’t “is WhatsApp Business free?” but “am I using the app or the API?”. If your shop, clinic or agency answers customers from a phone, the answer is: it’s still free.

App vs API vs coexistence: what changes with each

The app is free and tied to a phone; the API charges per message and adds room for a team, AI and integrations; coexistence runs both on the same number. Here is the summary:

What you want to know WhatsApp Business app Official API Coexistence (same number on app and API)
Message cost Free Meta charges per delivered message Messages sent through the API follow Meta’s rate card
Subscription None The platform that connects the API charges its own fee The platform that connects the API charges its own fee
Who replies Whoever holds the phone and its linked devices The whole team, each with their own login Sales rep on the app and team on the platform, same number
AI agent No, only quick replies and away messages Yes, answers 24/7 and hands off to a person Yes, through the API
Campaigns to your list Broadcast lists, only to people who saved your number Meta-approved templates, to opted-in contacts Templates through the API
CRM and other tools No integrations Connects to CRM, calendar and ecommerce Connects through the API
Best for One person handling a few chats Teams, volume or automation Growing without taking the app away from reps

What changed on October 1, 2026

The change only hit the official API: Meta started charging again for two message types that had been free. Nothing changed for the app. According to Meta’s official rate card, checked on October 28, 2026:

  • Service messages: replies inside the 24-hour window after a customer writes had been free since November 2024. Now each phone number gets 1,000 free per month, with no rollover, and pays from the 1,001st.
  • Utility templates inside an open window: templates such as order confirmations, sent while the chat is open, are charged again.

That is where the “WhatsApp Business will charge per message” headlines came from. The fee is real, but it applies to businesses on the API, not to people using the app on a phone. Messages customers send you are never charged, on the app or the API.

What the API costs, in one sentence

For US and Canada numbers, since October 1, 2026, Meta charges $0.025 per marketing message and $0.0034 per utility, authentication or service message, after the 1,000 free service messages (Meta’s official rate card, checked on October 28, 2026). The full rate card, other countries and a monthly cost example are in our guide to WhatsApp Business API pricing.

No markup on Meta fees: Nuvia does not add any margin to Meta’s costs. Messages are billed at Meta’s official rates, and the platform fee is separate.

What is WhatsApp coexistence?

Coexistence means using the same number on the WhatsApp Business app and the official API at the same time, with messages synced. Before, moving a number to the API meant removing it from the app. With coexistence, reps keep the phone app and the business gets an AI agent and a shared team inbox on the same number.

In practice, if you already use the app:

  • You keep your number: customers keep messaging the same contact.
  • You keep your history: chats and contacts from the app come along.
  • You test at your own pace: the team stays on the app while the AI starts answering through the API.
  • You pay only for what goes through the API: API messages follow Meta’s rate card.

This is how Nuvia runs conversations for small and midsize businesses: sales, support and billing on one number, with AI working alongside the team.

When to move from the app to the API

Move when the phone becomes the bottleneck: more than one person needs to reply, customers wait outside business hours or you can’t tell what happened in each chat. The most common signs:

Sign Why the app falls short What the API solves
The team shares one phone Everyone uses the same login and nobody knows who replied Each agent has their own access and every chat has an owner
Night and weekend messages wait until Monday The app only sends an away message The AI agent replies, answers the question and books the call
Sales, support and billing share one number Everything lands in the same list Each chat goes to the right team, with its history
You want to announce a sale to your list Broadcasts only reach people who saved your number Marketing templates to opted-in contacts
Customer data lives on the phone No CRM or online store integration Connects to CRM, calendar and ecommerce

When the app is still enough

If one person can answer everyone during business hours, customers don’t complain about wait times and you don’t send campaigns, the app does the job for free. Many small businesses, like a salon, a repair shop or a neighborhood store, do fine with it. Moving makes sense when losing customers to slow replies costs more than the messages.

Flow chatbot or AI agent on the API

Once you’re on the API, you can put a flow chatbot or an AI agent on your number. A flow chatbot follows a fixed menu (“press 1 for sales”); an AI agent understands what the customer wrote, including voice notes and photos, answers with your business data and hands off to a person when needed. Our guide to the types of chatbots explains the difference.

For Meta’s bill, an AI agent’s reply is a service message like any human agent’s. One cheap fix: set the agent to answer in one complete message, since each bubble counts as a message. With the Smart Funnel, the agent qualifies the lead, books meetings and logs everything in the CRM.

At AbacatePay, AI works on 92% of conversations, alone or alongside the team, and handles 82% of the handoffs between support and sales.

Frequently asked questions

Is WhatsApp Business free?

Yes. The WhatsApp Business app is free to download and use, with no subscription and no per-message fee. Per-message charges apply only to the official WhatsApp API, used by businesses with teams, AI agents or integrations.

Does WhatsApp Business charge per message?

Only on the official API. Since October 1, 2026, Meta charges service messages from the 1,001st each month per number, plus marketing, utility and authentication; see our guide to WhatsApp API pricing for the rates.

Is WhatsApp going to become paid?

No, not for regular WhatsApp or the WhatsApp Business app. The pricing changes Meta announced apply to the official API, used by businesses running customer service software.

Is the WhatsApp Business API free?

No. Meta charges per delivered message by category (marketing, utility, authentication or service), and messages customers send are free. The official WhatsApp API also needs a platform to connect your number.

What is the difference between WhatsApp Business app and API?

The WhatsApp Business app is free and built for replying from a phone. The API is paid per message and supports multiple agents, templates, CRM integrations and an AI agent instead of a menu chatbot.

Are WhatsApp Business broadcast lists free?

Yes. On the app, broadcast lists are free but only reach people who saved your number. On the API, a campaign to your list is a marketing template, charged per delivered message.

Can I use the same number on the app and the API?

Yes. With coexistence, the same number works on the WhatsApp Business app and the API at the same time, with messages synced. Reps stay on the phone while the team replies on the same number with AI.
