All API rates below come from Meta’s official rate card, effective October 1, 2026, checked on October 28, 2026. Meta only changes prices on the first day of a quarter, so the next possible update is January 1, 2027.
WhatsApp Business API pricing in 2026
Meta charges only for messages a business delivers to a user. Messages users send to you are free. The price depends on two things: the message category and the country code of the recipient’s number.
| Category | Used for | US and Canada (North America) |
|---|---|---|
| Marketing | Offers, coupons, launches, win-back | $0.025 |
| Utility | Order updates, invoices, appointment reminders | $0.0034 |
| Authentication | One-time passcodes and login | $0.0034 |
| Service | Free-form replies inside the 24-hour window, from people or a third-party AI agent | $0.0034 (first 1,000 per month per number are free) |
| Meta Business Agent | Replies generated by Meta’s own AI | $2.00 per 1M tokens (Meta estimates 4 to 5 cents per message) |

What changed on October 1, 2026
Meta started charging again for two message types that had been free:
- Service messages: free since November 2024. Now each business phone number gets 1,000 free per month, with no rollover, and pays from the 1,001st.
- Utility templates inside an open window: free since July 2025, now charged again.
Your messaging account needs a payment method on file: without one, Meta delivers the 1,000 free service messages and stops there. Our Black Friday WhatsApp checklist shows how these rules play out in a peak campaign.
When Meta does not charge
- Messages from users: always free.
- The first 1,000 service messages each month, per phone number.
- Free entry point window: when a user messages you from a Click to WhatsApp ad on mobile and you reply within 24 hours, marketing, utility, authentication and service messages are free for up to 7 days. Meta Business Agent messages are still charged.
Volume tiers
Only utility and authentication messages get volume discounts, counted across all numbers in your business portfolio each month, by market. Discounts step up as volume grows; in Brazil and Mexico, for example, they go from 5% to 25% off the list rate. Marketing and service messages have no volume tiers.
How much does a WhatsApp AI agent cost?
A WhatsApp AI agent has three cost layers, and only the first one is the same for everyone:
| Cost layer | Who charges | How | What drives it up |
|---|---|---|---|
| API messages | Meta | Per delivered message, per the rate card | Marketing template volume and replies beyond the free 1,000 |
| AI agent platform | Your vendor | Monthly fee, usually by conversations, active contacts or seats | More conversations, channels, teams and integrations |
| Setup | Vendor or partner | One-time fee or included in the plan | Integrations, knowledge base and business rules |
AI agent replies are billed as service messages
For Meta, any free-form reply inside the 24-hour window is a service message, whether a person or a third-party AI agent sends it. Only Meta’s own AI is billed per token. So a third-party AI agent pays $0.0034 per reply in North America after the first 1,000 each month.
One detail most teams miss: an agent that splits an answer into three bubbles pays for three messages. Set it to answer in one complete message and that line of the bill drops by two thirds.
What changes the platform price
- Volume: conversations, monthly active contacts or included AI credits.
- Seats: some plans charge per agent, others include unlimited users.
- Channels: WhatsApp only, or also email, SMS, web chat, Instagram and voice.
- What the agent does: answer FAQs, or also qualify leads, book meetings, check orders and update the CRM.
- Integrations: CRM, calendar, e-commerce, ERP and API.
- Markup on Meta fees: whether the vendor passes messages through at Meta’s rate or adds a margin.
Example: what Meta charges in a month
An illustration with Meta’s part only, for one business number messaging customers in the US and Canada:
| Messages in the month | Volume | Math | Meta cost |
|---|---|---|---|
| Marketing templates (campaign to opted-in list) | 2,000 | 2,000 × $0.025 | $50.00 |
| Utility templates (confirmations and reminders) | 3,000 | 3,000 × $0.0034 | $10.20 |
| Service replies from the AI agent and team | 6,000 | (6,000 − 1,000 free) × $0.0034 | $17.00 |
| Total | 11,000 | $77.20 |
Marketing is 65% of the bill with 18% of the messages. Add the platform subscription to get the full monthly cost.
How to lower your WhatsApp API costs
- Send marketing only to likely buyers: segment by purchase history; it is the priciest category.
- Use the right template category: order, invoice and appointment updates are utility, about seven times cheaper than marketing in North America.
- Run Click to WhatsApp ads: they open a free window of up to 7 days for the whole conversation.
- Answer in one message: configure the agent not to split replies.
- Reply within 24 hours: outside the window you can only send templates.
- Track spend by campaign: what you do not measure shows up as a surprise on the invoice.
How much does Nuvia cost?
Nuvia prices each proposal by the size of the operation, so the number comes from a conversation with the team: it depends on channels, conversation volume and what the AI agents will do. API messages are billed by Meta, separately from the Nuvia plan, and the usage report shows Meta spend and platform usage side by side, by campaign, agent and template, with a month-end projection.
- Official API as a Meta Business Partner: your number connects through the official WhatsApp API and, with coexistence, keeps working in the WhatsApp Business app.
- An AI agent, not a menu bot: see the difference between a chatbot and an AI agent before comparing prices.
- AI and team on one number: at AbacatePay, AI works on 92% of conversations, alone or alongside the team, across support, sales, activation and expansion.

Frequently asked questions about WhatsApp API pricing
How much does the WhatsApp Business API cost?
It costs per delivered message, by category and country. Since October 1, 2026, US and Canada numbers cost $0.025 per marketing message and $0.0034 per utility, authentication or service message; messages from users are free.
How much does a WhatsApp AI agent cost?
It is the platform subscription, the setup and Meta’s message fees. Meta bills the agent’s replies as service messages, free up to 1,000 per number each month and then charged at the local service rate.
Is the WhatsApp Business API free?
No. The WhatsApp Business app is free, but the API charges per delivered message; it is the route to AI agents, a shared team inbox and approved templates. With coexistence, one number works in both.
Does Meta charge for incoming WhatsApp messages?
No. Meta only charges for messages the business delivers to users, never for messages users send to the business.
How can I reduce WhatsApp Business API costs?
Target marketing templates, classify updates as utility and use Click to WhatsApp ads for up to 7 days of free messaging. Track spend per campaign in a usage report.
Will Meta change WhatsApp pricing again?
It can, but only on the first day of a quarter: January 1, April 1, July 1 or October 1. Rate changes come with at least one month of notice.
